We are currently in the last stage of preparation for the 25th International Epilepsy Congress, which will take place in Tunis from October 12th to 16th, 2003.

We are pleased to invite you to participate in this congress, and we hope that many of you will come to enrich the discussions and scientific debates, thereby facilitating a better level of care for epileptic patients, wherever they may live. The themes of this congress will include current issues (surgical treatment, quality of life, learning difficulties), status epilepticus and patient care and current methods of prevention of this common condition (identification and eradication of transmissible diseases, adapted methods of diagnosis and treatment in developing countries).

Why not complete your stay with a visit to the city of Tunis and to the rest of Tunisia – the gateway to the African continent, the Mediterranean, and the Arab world. During the month of October, in such a mild climate, you can appreciate all the historic richness of Tunisia, the different coastal, marine and mountain landscapes, and of course the immense olive and palm groves.

We are looking forward to welcoming you to Tunisia to experience the legendary Tunisian hospitality and the Mediterranean art of living.

Dear Friends,

It is with great pleasure that we invite you to join us in Tunisia, as the exotic and magical city of Tunis becomes the venue for the 25th International Epilepsy Congress (IBE/ ILAE) in 2003. We have created what we feel is an exciting and all encompassing scientific programme. These biennial congresses, held under the auspices of the ILAE and IBE, provide the arena for discourse on progress and innovation, both in the scientific and in the social arena.

This congress will be a particularly important milestone in the organisation of international meetings for both organisations as it will be the first International Epilepsy Congress to be staged on the African Continent.

This signals a new progressive phase for global communication amongst researchers and practitioners in all spheres of epilepsy research, and augers well for improvements internationally in the quality of life for people with epilepsy.

In addition to the scientific topics, the Organising Committee is planning a social programme, which promises something to suit all tastes and will allow delegates to fully discover the city of Tunis and its environs. Welcoming visitors to its shores has long been an honoured Tunisian tradition, and an impressive infrastructure of modern hotels, restaurants, international airports and information centres has been developed in the city. As the capital of Tunisia and gateway to the Sahara desert and the stunning North African coastline, Tunis will be a fascinating location for this meeting.

q       PROGRAMME 

 

Topics discussed, debated and presented, will encompass a broad range of schools of thinking related to epileptology, and will focus on both medical and social aspects.

The Scientific Advisory Committee has tried to ensure a varied and international programme for the 25th International Epilepsy Congress. Delegates from over 50 countries are expected at the congress, and speakers from more than 30 countries will be represented in the main scientific programme.

Along with the main scientific programme, there will be workshops on specialist subjects on certain days, as well as breakfast sessions in both English and Arabic.

The Congress will start with a Presidential Symposium taking place on Monday 13th between 9:00 and 11:00.

Please follow the instructions carefully.

Authors must register

on the abstract submission system before submitting an abstract. Please make sure to state your correct e-mail address.

Abstracts can only be submitted online. In the event where Internet access is unavailable to the author, a postal Abstract Submission Form can be obtained from the Congress Secretariat upon request.

If the contribution is to be considered for a Bursary Award, mark the corresponding box on the Abstract Submission form (rules for Bursary Awards).

Please also indicate on the abstract form, the category that best describes the content of your abstract:

The abstract submission system is designed to allow authors to edit and update their abstracts if they wish, up until the submission deadline.

Once the abstract is ready for review by the SAC, you should finalise your submission by clicking the appropriate box at the bottom of the page. After indicating this, you will not be able to edit it. You can finalise your abstract at any point before the deadline, but bear in mind that unfinalised abstracts will not be considered.

The transmission of the abstracts via fax and e-mail is not acceptable. Abstracts will not be accepted unless they are submitted according to the rules, instructions and format described below and submitted online on or before 18th March 2003. Late abstracts will NOT be accepted.

Authors who decide to withdraw their abstracts must request so, in writing, before April 10, 2003.

Authors will be notified in writing by mid May 2003 whether or not their abstract has been approved by the Scientific Advisory Committee (SAC). Abstracts will only receive final acceptance if the presenting author has registered for the Congress.

The abstract reviewers’ decision is final and unappealable.

Instructions for both oral and poster presentations will be mailed with notices of acceptance. Abstracts selected for oral presentations may use either Microsoft PowerPoint (PC Format) or standard VHS video only.

All abstracts accepted for presentation at the congress will be published, subject to editorial review, as a special supplement to Epilepsia. Each registered participant will receive a copy free of charge.

Poorly informative abstracts may be published by title only (see rule 4 below).

 

q       Rules for preparation and submission of abstracts

 

Submission of abstracts describing data that have been published in any scientific journal is not permitted.

Multiple submissions of abstracts describing different components of the same study are not appropriate. Whenever possible, all findings generated from the same study should be included in a single abstract.

Abstracts containing single case reports will not usually be accepted, unless the report is of outstanding scientific or clinical interest because of the uniqueness of the findings or the sophistication of the investigations.

Abstracts lacking data will not be accepted. Abstracts containing data considered to be poorly informative may be accepted but published by title only. In the latter event, the Scientific Advisory Committee will inform the presenting author that the abstract contained insufficient data. Its acceptance (with publication by title only) may be conditional upon receipt of a statement in which the author(s) explain how an informative data set will become available for presentation by the time of the Congress.

All abstracts should be written and presented in English only.

Use a concise title that indicates the content of the abstract. It should be typed in UPPER CASE and should not exceed 240 characters. Avoid using abbreviations in the title.

The first name in each abstract should be the presenting author. Submission of more than one abstract by the same first author is not permitted (this rule does not apply to invited lecturers).

Affiliation information should be provided for all authors. Include institution, city, state/province and country but do not include department, division, laboratory, etc.

Abstracts should be structured into 4 sections:
(1) Purpose, (2) Methods, (3) Results, (4) Conclusions.
The "Purpose" section should indicate the objectives of the work being presented.

The "Methods" section should describe study material or subjects (e.g. number and type of patients), intervention and evaluation procedures.
The "Results" section should summarize the main findings. Whenever possible, give numerical values, including means with SD or SEM, and statistical significance or confidence intervals.

The "Conclusion" section should state briefly the conclusions reached in the work. This structured format does not apply to abstracts of invited lectures intended to provide general overviews.

Abstracts should be no longer than 250 words in length.

For intervention studies (for example, therapeutic trials), type of design (prospective or retrospective, controlled or uncontrolled, randomized or observational, open vs. single-blind vs. double-blind), dosages, assessment methods and duration of follow-up should be specified.

Non-proprietary names of drugs must be used throughout. If results are considered to be specific for a given proprietary product (for example, bio-equivalence studies), the non-proprietary name must still be used, followed by the proprietary name and the name of the manufacturers in brackets.

Abbreviations should be used sparingly. For words that are abbreviated, use the whole term the first time, followed by the standard abbreviation in parenthesis. For anti-epileptic drugs, standard abbreviations are those published in Epilepsia 1993; 34:1151.

References should be used sparingly. They should be included within the text in brackets. For journals, mention first author "et al" followed by the name of the journal as abbreviated in the Index Medicus, year, volume number and inclusive pages (i.e. Hardus P et al. Epilepsia 2001;42:262-267.). For book chapters, give first author "et al", editor, title, publisher, city of publication, year and inclusive pages (i.e. Levy RH et al. In: Levy RH et al, Antiepileptic Drugs. Lippincott-Raven, 1996;13-30.).

Figures, tables and other illustrations should not be included in abstracts.

Submission of an abstract implies implicit acknowledgment that the work described was conducted in accordance with current ethical standards and regulations in biomedical research. Failure to adhere to these standards will result in rejection of the abstract.

If the work was supported by funds provided by a commercial organization this should be stated in a short acknowledgment at the end of the abstract. Other sources of funding may be acknowledged in the same way.

Abstracts received after the specified deadline and abstracts not compiled according to the instructions on the abstract form will not be accepted.

 

q       ABSTRACTS

 

The Scientific Advisory Committee of the 25th IEC encourage all participants to contribute to the programme by submitting abstracts for oral or poster presentation. Abstracts will not be accepted unless they are submitted according to the rules, instructions and format described and received by the congress secretariat before March 18th, 2003.

Abstracts are considered official communications to the congress. For those that are accepted, authors agree to attend the congress and present their abstracts as scheduled.

All abstracts accepted for presentation at the 25th IEC will be published in Epilepsia, the journal of the ILAE, and distributed to registered participants.

Abstracts can be edited on-line up until the abstract submission deadline. When the abstract is ready for review by the Scientific Advisory Committee, the text can be finalised by following the instructions on the abstract submission form. Once the text has been finalised, it can no longer be edited. Do not submit the same abstract more than once. Fax submission is not accepted.

q       GENERAL INFORMATION

 

Airport: Tunis Carthage Airport is situated 8 km away from the City Centre.

 

Taxis: Taxis are readily available at the main exit of the airport. Transit time to city centre is approximately 10/15 minutes depending on traffic.

 

Bus: A private coach service will be provided between the airport and all hotels during the time of the congress.

 

Certificate of Attendance: Certificates of attendance will be provided for all participants, they will automatically be sent by post in the weeks following the congress.

However, if participants wish to avail of their certificate earlier, they should send a request by email to the congress secretariat prior to the congress and these certificates will be ready for collection on the last day of the congress.

 

Climate: Mediterranean, with hot summers and warm winters. The average temperatures range from 12 to 29 degrees Celsius (52 F - 84F). 16 degrees in winter, 24 degrees in spring, 30 degrees in the summer, 25 degrees in autumn.
The landscape of the North is typically Mediterranean. Central Tunisia has predominantly a steppe landscape and the magnificent landscapes of the South are Saharan and Oasian.

 

Electricity: 220 volts AC, 50 Hz. Generally, round 2-pin plugs and screw-type lamp fittings are in use.

 

Entrance Visas: Most visitors do not require visas for stays of up to three or four months. Citizens of the following countries do not require a visa:

According to diplomatic agreements, a visa is required by citizens of certain countries. Visas are issued by the Tunisian Embassy. If there is no Tunisian Embassy in the country of origin, visa arrangements may be made through the Congress Secretariat and Tunisian Convention Bureau. A photocopy of passport (including cover) must be sent to the Tunisian Convention Bureau by fax or post at least 15 days before the intended date of arrival in Tunis in order that the visa application may be processed.

Health requirements: No special measures have to be taken for entry and travel within Tunisia.

 

History of Tunisia: Tunisia's history is a long story of come and go between Africa, the Orient and the West. Originally Berber, it was greatly influenced by the foundation of Carthage by the Phoenicians in 814 B.C. According to the Ancients, its inhabitants were the equals of the Greeks by their power and second only to the Persians by their wealth. They spread their domination over the whole coast of the Maghreb, part of Sicily, Sardinia and then Spain. The most famous son of Carthage is Hannibal, one of the greatest generals of all times who was nevertheless defeated by the Romans. After the destruction of the city in 146 B.C. a second Carthage was founded following Julius Ceasar's orders. This Roman Carthage reigned for six centuries over a prosperous and influential province, with a particular culture called Romano-African. Christianised little by little with the rest of the Roman Empire, Tunisia was invaded by the Vandals in 439 A.D. and then occupied by the Bizantines. A new era would begin with the Arab conquest in 647.

Insurance: The Congress Organisers will not accept any liability for personal injury or loss/ damage to property/belongings of participants or accompanying persons, either during or following the Congress, tours or their stay in Tunis. It is therefore recommended that participants arrange their own personal health, accident and travel insurance.

Mobile phones: GSM 900/1800 networks are available in Tunisia. Roaming agreements exist with all major European networks. Coverage is good throughout the City of Tunis and the Coast of Carthage.

 

Business Centres: Internet connections will be available at the Congress Centre for the duration of the congress. Delegates will find Business Centres in all major hotels in Tunis.

 

Official Language of the Congress: English is the official language of the Congress. However, two special Eurepa Breakfast Seminars will be held in Arabic. Further details will be available on the Registration Form.

 

Time Difference: Tunisian time is GMT during the summer months and GMT + 1 during the winter months.

 

Tipping: in tourist restaurants, a tip of around 10% would be expected, although this is not a requirement.

 

Shop Opening Hours:
Banks: Monday to Friday 8:00 to 12:00 hours and 14:00 to 17:00 hours in winter, and 7:00 to 13:00 in summer.
Shops: Winter, Monday to Saturday, from 08:30 to 12:30 and from 15:00 to 19:30 hours.

Currency: Tunisian Dinar (TD). American Express Visa and Thomas Cook travellers’ cheques are widely accepted. US dollars are considered to be a good currency to carry travellers’ cheques. ATMs are found in almost every large town and in all tourist areas. Credit cards are accepted in souvenir shops and restaurants, as well as in many hotels.
